Stewart is a regulatory and commercial lawyer with a Master’s degree in International Law. He has decades of experience acting as a strategy, policy and regulatory adviser. His career has seen him work across jurisdictions in both developed and developing countries, advising the public and private sectors in fixed, mobile and satellite. In addition to his legal practice, Stewart has extensive board experience and has acted as a director at a number of companies including Vodafone and Etisalat. He has also managed major risk- and issue-management programmes as well as stakeholder engagement.

Stewart’s expertise also extends to financial services and digital payments aligned with SMART Government including e-commerce and mobile applications.

I had the pleasure of working with Stewart on a couple of key telecommunication initiatives in the Middle East region including a massive Public Private Partnership for building a Next Generation Broadband network which involved (among others) providing extensive regulatory advice to the government. As a Subject Matter Expert, Stewart brought the required gravitas to the table and impressed senior government officials and technocrats with his technical knowledge, his wealth of experience and his very interesting anecdotes. I wish him all the very best!

Stewart and I worked together at SJ Berwin. Stewart was a consultant to our TMT practice and provided invaluable guidance on various market-related issues such as auction rules (in the context of the 3G auctions) and other regulatory advice concerning the TMT sector

I worked closely with Stewart when we were developing Bell Pottinger's business across the Gulf region and specifically in Abu Dhabi. He was instrumental in our successful conversion of a major Telecoms client in Abu Dhabi which transformed our business there. I valued his strategic insights and valuable connections in the sector.

Stewart has done an excellent job as the Project Leader for ictQATAR on a strategy for the institution going forward. I found him to be reliable and hard-working, and I am sure it has been one of main success factors for our workshops and for the final report. He has fantastic work organization skills and wide multi-national experience in the Regulatory area. It was clearly seen in his contribution to the Project final deliverables success completed - the final presentations and the final report were well received and appreciated. The project was started when he was at KPMG and he completed the work at Akhet
